Cheap 2amp solar charge adapter

I bought this car charger and its working good so far but I still need to try out with the solar panels open circuit voltage of 21v ! I do have a 12v regulator running around but I don't know when I take apart the Di**. Adapter and see what's in side I will know if its needed or will handle the panel voltage
